The Center for Ukrainian Reform Education (CURE) was created on the basis of the Ukraine Market Reform Education Program, which had 8 years of experience in conducting public information and education campaigns in Ukraine on the national and local levels. The forerunner of CURE - the Ukraine Market Reform Education Program (UMREP) - was established in 1993 as a joint project of the governments of Ukraine and the United States of America through USAID.

During 1996-2001, the UMREP program, the predecessor of CURE, has:

  • successfully responded to hundreds of requests by other USAID contractors in Ukraine and Government of Ukraine (GOU) agencies for public information assistance;
  • produced 345 creative TV programs and more then 50 TV infomercials;
  • produced more then 3 400 informative award-winning radio programs and 70 infomercials, which were aired more then 3 200 times;
  • trained about 3 000 of Ukrainian government officials, 500 journalists and public relations professionals, leaders of non-governmental organizations and helped place many in gainful professional employment;
  • subcontracted work to dozens of Ukrainian-owned small businesses and entrepreneurs;
  • organized more then 250 press clubs in Kyiv, 75 press conferences and media events, as well as 6 400 regional press club meetings;
  • published millions of copies printed materials including tabloid newspapers, leaflets, brochures and posters;
  • provided over 360,000 consultations on telephone inquiries;
  • provided Information Line services to all the regions of Ukraine as well as to CIS countries. Central and Western Europe, and Canada;
  • widely assisted to the credit unions activity in Ukraine;
  • distributed 200 000 brochures on land reform;
  • helped contribute to the development of small and medium enterprises.

Since 1997 UMREP implemented many public education and information campaign with impressive measurable results:

  • 90 % of Ukrainians have picked up their Privatization Certificates (PCs), 93,4% of those PCs were invested;
  • 30% of Ukrainians have picked up their Compensation Certificates (CCs), 50% of those CCs were invested;
  • achieved 95% awareness of a state housing assistance program with more than 4 million families receiving housing subsidies;
  • 87 cities registered their first (or more) private condominiums.

During November 2001 – March 2002 CURE had carried out a massive public information campaign “Informed Voters Make Educated Choices” (funded by the National Endowment for Democracy). It was a six-part media campaign that was aimed at empowering Ukrainian citizens at the grassroots level, to be able to make educated choices for parliamentary elections that were held on March 31, 2002, based on access to thorough and objective information.

The major project CURE currently implements is Ukraine Reform Education Program (UREP), funded by USAID Mission to Ukraine, Belarus, and Moldova. It is a five-year initiative that started in March 2002.

Since November 2002, Center for Ukrainian Reform Education is producing a unique information product – first ever Ukrainian radio drama series. Radio drama (soap opera) “Zhyttia vidstanniu u desiat' khvylyn” (Life in a distance of ten minutes) is produced under financial support from the Charles Stewart Mott Foundation.
